Explore the Leadership Qualities Framework, a practical guide outlining the skills and behaviours needed for effective leadership in adult social care.

The Leadership Qualities Framework (LQF) sets out the behaviours, skills, and mindsets that underpin great leadership across adult social care. It helps individuals and organisations understand what effective leadership looks like in practice, supporting high‑quality, person‑centred care.

Aligned with the Care Workforce Pathway, the LQF emphasises that leadership is shaped by actions, not job titles, and can be demonstrated at every level of the workforce.

It outlines five dimensions of leadership, describing what effective leadership looks like from frontline care roles through to strategic management.

Updated in March 2026, there is a strengthened focus on co‑production, equality, inclusion, and digital confidence, offering a practical guide for anyone working in social care.

The framework includes the new Management and Leadership Code for Health and Social Care, developed by NHS England with ԭζÊÓÆµ and sector partners. The Code sets out shared values that guide leaders in creating safe, supportive, and ethical care environments.
